Booming stalls

Nowadays, seen lots of booming stalls here and there...
Stalls selling different kind of food at different places...
Some selling economy breakfast morning time at roadside...
Some selling economy lunch during lunch time at roadside...
Some selling economy tea time food during tea time at the roadside...
Some selling coconut shakes, fruits and many other kind of foods...
Many of the stalls do not have any legal documents for stalls...
Many of the stalls start will moveable stalls...
A simple stalls, but seems a very good return...
Now more and more are visible by the roadside...
But what had the authorities done???
No legal document...
Stalls by the roadside, any safety issue???
No water and electric supply...
Hygiene as no clean water supply and dust from the roadside and vehicle???
I still remember very clearly...
~15 years ago...
An indian stall outside my house with legal moveable license...
But he just put his stall beside the road...
At the end, almost every week the authorities come and pull his stalls to the office...
Letting the poor Indian guy to run here and there almost every week...
What to do, for living, he continued....
Then after 5 years of his business, some Malay people come and built stalls there...
Since then, the Indian guy and his friends were never been caught by the authorities...
Until 3 years ago, somemore the authorities came and built a better fix stalls for them to do business...
So what we learn from here???
